Mr.Ishihara was born in Gunma, Japan, in 1958. Graduated from Keio University in Tokyo, majored in Business & Commerce, in 1981 and further studied MBA program at College of William & Mary in Virginia, USA, from 1981-83. In 1984, he joined Kokusai Securities Co., Ltd in Tokyo as Security Analyst. He also worked for Techno Venture Co., Ltd., venture capital company in Tokyo as investment manager from 1989 to 1992.

He moved to Penang, Malaysia, in 1992, to develop a golf course in Penang. He established Tropical Resort

Lifestyle Sdn. Bhd.(TPCL), as a company to promote long-stay and MM2H Program of Malaysia for Japanese market in 1999. TPCL extended its branch to Kuala Lumpur in 2006. TPCL has handled more than 7,000 Japanese people who came to Malaysia for inspection tours and sponsored MM2H for more than 400 Japanese people up to date.  The offices of TPCL in Penang and Kuala Lumpur are the lounges officially recognized by Japan Long-stray Foundation.

Mr. Ishihara served as the chairman of Penang Golf Operator’s association from 2001 to 2007 and as the President of Malaysia Golf and Recreational Club Owner’s Association from Mar 2007 to July 2007. He was also committee members of Penang Japanese Association from 2002 to 2007. He spoke at many seminars about Malaysia Long-stay and MM2H in Japan organized by Tourism Malaysia in Japan, Long-stay Foundation, JTB, Kinki Nippon Tourists, Asahi Newspaper, Josai University and so on. He also appeared in many TV programs about Malaysia Long-stay programs.

In 2008, he was appointed as Japanese Advisor to Malaysia Property Incorporated., Malaysia Government’s subsidiary company to promote Malaysia Property oversea. He is also a committee member of FIABCI Penang Branch. He is the only Japanese citizen who holds official property negotiator license, CREN Members in Malaysia. He is also Japanese business advisor to Hunza Properties Bhd. and Raine & Horne International.
